Paint
Although not as bad, files saved in Paint tend to blur.
Programmed into your computer under your "Accessories" folder, Paint can resize images using a click-and-drag method. Open Paint by clicking on the "Start" button, then "All Programs," then "Accessories" and then "Paint." While Paint is open, click the "Edit" menu and choose "Select All," or press "CTRL+A" on the computer keyboard. Move your cursor to the bottom right corner of your image and click and drag the image edge until the size is 400x240 (shown on the lower right corner of your screen) and save. Although convenient and quick, photos resized in Paint tend to be blurry.
Microsoft Office Picture Manager
Available in Microsoft Office via a 30-day trial from the Microsoft website or as the full program sold at office supply stores or local universities, Microsoft Office Picture Manager resizes photos without distorting the image. Open the "Edit Pictures" menu and click on "Resize." Move the cursor to the "Custom Width x Height" option and type 400 x 240 into the space provided. Press "Enter" and the image will resize.
Adobe Photoshop Programs
Available as a 30-day trial on the Adobe website or download.com, or available to purchase at electronics and office retailers, Adobe Photoshop can resize images using the "Image" option. Under the "Image" menu, scroll down to "Resize," then click "Image Size"; you can also press "Alt+Ctrl+I" to open the resize menu. Use the inches setting to set up the pixel to 400x240.
Free Photo-Editing Programs
Downloadable programs, like Sai, offer many of the same features as Photoshop, but the programs are entirely free. To resize photos in Sai, open the "Canvas" menu and choose "Change Resolution." Under "Change Resolution," you can plug 400x240 in the pixel length and width boxes, thus resizing the image.
